Currently, the substantial renewable penetration brings a low inertia issue to Japanese power system, threatening stability and resiliency than ever. The estimation based on transient events provides reliable basis for system control operation. However, poor rate of change frequency extraction from different types locations phasor measurement units (PMUs) could significantly lead errors. As remedy with lesson learned, this paper analyzes effective estimations measurements wide-area monitoring in both distribution transmission levels. Due longitudinally interconnected configuration 60 Hz polynomial approximation technique is proposed restrain strong effect oscillatory components. To enhance performance considering an existing center inertia, comprehensive mode-shape analysis performed via geographical locations, indicating sufficient PMUs precise estimation. effectiveness techniques verified through actual corresponding various sites. numerical results demonstrate that recent renewables ranges around 7.12 - 8.13 s its load base.
